    " winter visitors are nice but anyone involved in development will tell you that homes cost the city money (at best break even) and businesses make the city money as far as taxes go.
    I would much rather encourage summer visitors because we have far more business from them if we could only stop the police and court from persecuting (not prosecuting the guilty just leave the innocent alone)
