A 54-year-old California resident was arrested July 5 when Lake Havasu City Police officers found him riding a personal watercraft through the Bridgewater Channel. James L. Haydon, of Norwalk, was riding the watercraft with two children, ages 5 and 10, onboard. According to police, neither child was wearing a life jacket, prompting officers to stop Norwalk’s vehicle.

Norwalk appeared to be visibly intoxicated while speaking to officers, the report said, and police asked Norwalk to board their patrol boat. Norwalk allegedly submitted to a test of his breath, which showed a blood-alcohol concentration of 0.098 percent. Norwalk was arrested at the scene on charges of aggravated OUI, and the children were returned to their mother.
