Lake Havasu City Police officers responded to a London Bridge Road address Aug. 14 after receiving reports of a suspicious person. When officers arrived, they found a pickup truck near a set of fenced-in trash bins, and a man identified as 50-year-old Havasu resident Richard Layman standing nearby.
Police say that when Layman saw officers, he attempted to duck out of view. Layman allegedly left the location shortly afterward, and officers conducted a traffic stop. According to police, Layman said he had stopped at the location to throw items in the trash. Layman was warned against illegal dumping.
When asked, Layman allegedly gave officers permission to search his vehicle. Police found a half-full can of beer in Layman’s center console, the report said, as well as a partially-consumed container of vodka next to his driver’s seat. Officers also allegedly found a glass pipe, the report said, as well as a container of suspected marijuana wax. Another container of suspected methamphetamine was also found in Layman’s vehicle, the report said.
Layman was arrested at the scene on charges of possession of dangerous drugs, possession of drug paraphernalia and possession of an open container of liquor in a vehicle. A test of his breath at Lake Havasu City Jail revealed that Layman was not acting under the influence of alcohol at the time of his arrest, the report said.
